The membership obligation is, just like the contribution obligation, part of the insurance obligation. 
All self-employed persons are required by law to join a social security fund of their choice. They must do so within the predefined term of 90 days. 
Once the self-employed person has joined one or the other fund, he is also subject to the cooperation obligation.
